Some people should never have gotten their drivers license

Coming from Paterson Rd crossing Orchard Road to Scotts Road, a car enters Scotts Road from Claymore Hill. The car moves out a little bit and obviously spots me but still continue even though I have the right of way. There is something utterly wrong with many people in Singapore driving cars, motorcycles, lorries and busses. One wonders how low the bar must be to be awarded the right to actually drive a motor vehicle in Singapore.
