Electric Vehicle Harassment by CA 8W70750

I observed and recorded an incident involving a green Ford F-250 pickup truck, California license plate 8W70750, driven by a white male, approximately in his 60s, wearing a ball cap.

As shown in the attached video, the driver repeatedly honked his horn in a manner inconsistent with traffic flow and without any apparent cause or provocation. There was no prior interaction between this driver and the electric vehicle being targeted. The honking appeared intentional and harassing, not related to safety or traffic conditions.

The totality of the video clearly indicates this was unprovoked behavior meant to intimidate or harass the electric vehicle driver. For that reason, I am submitting this report for review and documentation.
