BMW SJN662Y dangerous road user

The BMW has no intention of allowing the cyclist to continue but instead cuts in front of the rider - well within 1.5metres safe distance, only to stop at the crossing. The cyclist is not impeding the driver neither is he in the incorrect lane so there's no excuse to place the cyclist in danger.
