Bad driver

I approached the car which was stopped in the middle of the road, no indication. They were either checking their phone, google maps, or something else. I decided to overtake as I didn't know how long they were going to be there for and as I overtook, the driver decided they were going to set off without checking mirror or blind spot to see if there was anyone else on the road. As I rode away they sounded their horn at me as apparently I was in the wrong!.
